Congress slams UP Govt for anti-worker policies, demands regularisation of 11 lakh outsourced employees

Lucknow, Sep 6 (UNI) Former MP and National Chairman of the Unorganised Workers and Employees Congress (Karamchari Congress), Dr. Udit Raj, today launched a scathing attack on the Uttar Pradesh government during a press conference held at the Uttar Pradesh Congress headquarters here today.
Addressing the media, he accused the Yogi Adityanath-led administration of being blatantly anti-worker and undermining the rights of lakhs of outsourced employees despite a recent Supreme Court judgment in their favour.
Raj criticised the state cabinet’s recent decision to form the Uttar Pradesh Outsource Services Corporation Limited, which aims to recruit employees on a contract basis for INR 16,000–20,000 per month across 93 departments for a period of three years.
Raj alleged that the government’s move directly violates the Supreme Court’s August 19, 2025 judgment in Dharm Singh vs State of UP, which directed the regularisation of outsourced employees with retrospective benefits from 2002.
“Instead of regularising outsourced workers and giving them equal pay for equal work, the UP government has chosen to institutionalise job insecurity,” he said, calling the move a systematic attempt to push millions into low-paying, precarious work conditions.
He accused the government of promoting corporate profits at the cost of workers’ welfare, stating that this outsourcing model contradicts the constitutional values of dignity, fairness, and social justice.
“DBT (Direct Benefit Transfer) and digital contracts are no substitute for job security, pensions, or healthcare,” he said. The new corporation effectively puts 11 lakh workers in bonded dependence with no career progression.
Dr Udit Raj demanded immediate withdrawal of the Outsource Services Corporation, establishment of a transparent recruitment system for direct government employment, regularisation of all current outsourced employees, guarantee of equal pay, career growth, and social security.
He warned that if the government failed to reverse its decision, the Karamchari Congress would mobilise workers across Uttar Pradesh and the country for a mass protest campaign.
Meanwhile, in a strongly worded statement, Dr Raj also criticised former Chief Minister Mayawati and the Bahujan Samaj Party (BSP), accusing them of failing to uphold the rights of Dalits and backward communities during their tenure.
He cited a 2011 decision by the BSP government that reserved 30% of SC/ST hostels for general category students, claiming it reduced access for the marginalised. He demanded construction of more hostels named after social justice icons like Ram Manohar Lohia, Jyotiba Phule, Savitribai Phule, Fatima Sheikh, and Periyar.
He condemned a 2007 BSP government order which weakened the SC/ST Act by requiring police investigation before arrest.
Dr. Raj also highlighted a 2011 High Court setback related to reservation promotions, blaming BSP’s negligence for the loss, which led to demotions of thousands of government employees. “Had Congress-era gains been preserved, Dalits would be much further ahead today,” he remarked.
